Ma. Theresa H. Velasco

Dr. Ma. Theresa H. Velasco, professor, is currently the dean of the College of Development Communication, University of the Philippines Los Banos. She holds a BA degree in Journalism (cum laude) and an MA degree, also in Journalism, from the College of Mass Communication, UP Diliman. For someone who did not even know there was a UP Los Banos when she applied for the college admissions test in the early 1970s, she has gone on to spend more than three decades of her life (and counting) in the academe. Her PhD. is in development communication, which can be considered one of academe’s great contributions to society, considering that the concept and the approach originated from UPLB. In the same vein, the College is also the birthplace of science communication as an academic discipline. Dean Velasco, having been a long-time chair of the Department of Science Communication at CDC, has consistently advocated for the advancement of science communication in the University’s triad of functions (instruction, research, and extension).

Under her deanship, CDC fully developed its generalist track for the BS in Development Communication with the institution of eight new courses. She also spearheaded the rationalization of the College’s graduate programs with the institution of 2 courses in the MS level and 7 courses in the PhD level, as well as the revision of all existing courses for both degree offerings. The College also received the distinction of being the Commission on Higher Education’s lone Center of Excellence in Development Communication twice (2012-2014 and 2014-2016) during her term.

With Dr. Velasco at the helm, the Bachelor of Science in Development Communication has been accredited under the ASEAN University Network - Quality Assessment program effective 14 July 2015 to 13 July 2019.

Dr. Velasco is a sought-after trainor/facilitator, who has designed and managed strategic communication workshops requested by various government and non-government agencies, with funding from the Philippine government and international agencies, such as the United Nations Food and Agriculture Organization, UNICEF, AusAID, Johns Hopkins University’s Center for Communication Programs, Bloomberg Foundation, and World Health Organization.

She has served as lead resource person in strategic communication planning and technical writing workshops for the Food and Drug Administration of the Department of Health, the Philippine Council for Agriculture and Fisheries, and the Inclusive and Sustainable Agricultural and Rural Development program of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture.

She teaches courses and undertakes research on science communication/public understanding of science, strategic communication, communication approaches for development, publications writing and editing, among others.
